Loicy Bellard Citizen, beloved wife, mother, grandmother, great-grandmother, sister, and friend was born Aug. 28, 1941 to Antoine and Edoila (Babineaux) Bellard of Lawtell, La. Loicy was a native of Lake Charles, La. for 60 plus years and a member of Immaculate Heart of Mary Church. She peacefully transitioned on Friday, Sept. 19, 2025 at Harbor Hospice into eternal rest surrounded by her family.
She was preceded in death by her husband, Hilton Citizen Sr; her parents, Antoine and Edoila (Babineaux) Bellard; sister, Juanita Bellard Thibodeaux, and three brothers, Ewell Bellard, Paul (L.D.) Bellard, and Lionel Bellard.
She leaves to cherish her memories five children, Carolane Citizen, Gary Citizen (Sherry) of Lake Charles, La., Debra Citizen of Houston, Texas, Hilton Citizen Jr ( Lauren), and Keith Citizen (Ta’Sha) of Lake Charles, La.; two brothers, Anthony Bellard (Kathy) of Houston, Texas and James Bellard of Opelousas, La.; six grandsons, Gary Citizen, Jr (Makeitta), McKeithen Duhon (Santana), Houston GiBrian Citizen, Keilyn Citizen, Hilton Citizen III, and Kaleb Citizen; one granddaughter, Crystalle Citizen Fontenot (JaMarkus); seven great-grandsons, Gary Citizen III, Gabriel Citizen, Gavin Citizen, Gage Citizen, Carson Duhon, K’ace Citizen, and Jaxton Fontenot; five great-granddaughters, Nakya Citizen, McKenzie Duhon, Garynn Citizen, Kamryn Duhon, and Saige Citizen, and twin great-great-granddaughters, Aleya and Jamia Citizen.
A funeral mass will be held at 11 a.m. on Saturday, Sept. 27, 2025 at Immaculate Heart of Mary Catholic Church. Father Rommel Tolentino will officiate. Burial will follow in Sacred Heart Catholic Church Cemetery under the direction of Johnson Funeral Home. Visitation will begin at the funeral home at 8:30 a.m. and will continue until leaving for the church at 10:30 a.m. with a rosary being recited at 10:00 a.m.
